So why was his resignation from the Bush administration a surprise to me?
That wasn't the surprise at all. The surprise was that he was in the Bush administration in the first place.
When did this happen? Why? How? While Clinton wasted no time firing every U.S. attorney in the country to stack the department with his political sycophants, Bush apparently was busy filling Justice with people who were certain to turn against him. "
