For months, many of America's spies could not do their jobs: the legal authority they need to effectively monitor the communications of foreign terrorists operating on foreign soil had expired. Critical intelligence was being lost - as non-partisan professionals attested and as was confirmed by expert lawmakers, including not just Republican hawks but also several leading Democrats (e.g. Senate Intelligence Committee Chairman Jay Rockefeller and moderate House "Blue Dog" Democrats).

But MoveOn.org, the ACLU and their allies in the House (in particular House Speaker Nancy Pelosi) blocked a congressional vote on new legislation that would have restored the authority the intelligence agencies had lost. To be absolutely clear: They blocked the vote because they knew the bill would pass.
